The Iloilo Merchant Marine School in the Global Maritime Industry

Built in the heart of the Philippines stands ILOILO MERCHANT MARINE SCHOOL, a maritime educational institution which is relevant to the industry requirements, excellent in terms of academic program implementation and institutional accreditations, and accessible in terms of its programs and services most especially to underprivileged and deserving students. Opened on September 25, 2015, IMMS offers quality maritime education that will provide adequate knowledge, necessary skills, and engineering innovations and at the same time serve as a vital partner of the global maritime industry in its human resource needs. Its founding fathers were graduates of the prestigious Philippine Merchant Marine Academy (PMMA) who have become top seafarers in their prime years. These seafarers worked together to achieve a dream of bringing the PMMA brand of education to the aspiring seafarers in the Visayas. This is the reason why IMMS is the School of Mariners for Future Mariners. Molding full-package, future-ready seafarers, a student at IMMS is called a MandaraGat. A short term for Marino na may Dangal, Respeto, Abilidad, Galing, at Talino. Anchored on semi-regimental discipline, IMMS trains aspirants not only to be equipped in theory but also molds them to become self-responsible and socially-concerned individuals. This program is unique to IMMS and we take pride in bringing out the best in every MandaraGat one student at a time. IMMS offers Senior High School – Maritime Specialization for STEM Strand and TVL Track for those students aiming to explore the maritime industry as early as their high school years. At IMMS, all Senior High School students are recognized by the Maritime Industry Authority by virtue of their Seafarer Identification and Record Book (SIRB). Complete trainings on basic safety, ship bridge simulator, engine room simulator, mooring station, and SDSD prior to their deployment for their 80-hour ship immersion. At IMMS, you can assure of getting proper competency for employment as ratings, or proceed to higher education. In 2019, IMMS opened its doors to Bachelor of Science in Marine Transportation (BSMT) and Bachelor of Science in Marine Engineering (BSMarE) suitable for aspiring officers in the deck and engine departments. For BSMT, the course focuses on navigation, cargo handling and stowage, controlling the safe operation and care of persons onboard the ship. Meanwhile, for BSMarE, the course focuses on marine propulsion system and its auxiliaries, its operation and maintenance, as well as controlling the operation of the ship at the operational level of marine engineering. On their fourth year, MandaraGats will apply what they have learned apprenticing onboard local and international shipping lines. IMMS conforms to the 1995 International Convention on Seafarer’s Training, Certification, and Watchkeeping (STCW) as amended in 1995 and 2010; and Joint Memorandum Circular No. 01 Series of 2019 of the Commission on Higher Education (CHED) and Maritime Industry Authority (MARINA). Throughout the years, IMMS has proven that despite being new to the industry, we were able to keep up. In fact, IMMS is now an ISO 9001:2015 Quality Standard Certified Company and has earned the respect of many here and abroad. Here at IMMS, we also support our student’s growth by providing them avenues to showcase their talents and skills apart from their maritime knowledge. We believe that these things are integral to the all-inclusive formation of our MandaraGats towards the achievement of their lifetime dream. Hacking Abstract Reasoning

Always anticipate the worst scenario in the MSAP and even company examination as it might give out tricky test or examinations to measure your reasoning skills. These skills are usually measured using logical reasoning or commonly known as abstract reasoning. 

These tests are really tricky as it does not involve mathematics or words in the problem but are just expressed in figures or patterns.

EMSA Review of Maritime Schools in the Philippines

The European Maritime Safety Agency (EMSA) is a European Union agency charged with reducing the risk of maritime accidents, marine pollution from ships and the loss of human lives at sea by helping to enforce the pertinent EU legislation. It is headquartered in Lisbon.

Recently, the EMSA representatives went to the Philippines to assess and reassess the compliance of the maritime schools with the generally accepted Standards of Training, Certification and Watchkeeping (STCW) for Seafarers Convention. The purpose of their visit was to revalidate the movements done by the Philippine government to address previously audited deficiencies found in their last visit. 

This effort was to further the interest of the European community and the Filipino seafarers. If the Philippines is able to pass the visit, the shipping industries based in Europe will be eager to recruit Filipino workers. In the same manner, a lose-lose situation if the Philippines will still fail to meet the EU standards for seafarers.

It was estimated that 80,000 Filipino seamen on EU-flagged vessels may lose their jobs if the Philippines fails the final audit of EMSA.

What is Maritime School Assessment Program (MSAP)?

WHAT IS MSAP?

Let me share to you insights as one of the reviewers in the Philippine Maritime School Assessment Program (MSAP).

The Maritime School Assessment Program (MSAP) is a nationwide standard academic assessment test for regular second year students taking up Bachelor of Science in Marine Transportation (BSMT) or Bachelor of Science in Marine Engineering (BSMarE).

The program is wholly supported by the International Mariners Management Association of Japan (IMMAJ) in Tokyo, Japan and is implemented by the Manila-based Philippine-Japan Manning Consultative Council, Inc. (PJMCCC). IMMAJ is an association of 96 Japanese ship owners. It counts among it’s members some of the largest shipping companies in the world such as Mitsui-OSK Lines, NYK Lines and K-line. IMMAJ employs up to 30,000 Filipino seafarers at any one time. PJMCC is the association of 65 Filipino manning companies that provide seafarers to vessel’s owned and controlled by the IMMAJ members.

The MSAP is also supported by the members of the Philippine Association of Maritime Institution (PAMI) as well as some non-members. Maritime schools who participated in the past exercises have seen the Program’s merit as it gives them required feedback as to the strong points that they have and the areas they should improve on. The MSAP also gives the Maritime School a level playing field in terms of recruitment/employment of the students/graduates.

The Government, particularly the Department of Labor and Employment (DOLE), the Overseas Workers Welfare Fund (OWWA) and the Commission on Higher Education (CHED), has likewise showed support to the Program.

WHAT ARE THE GOALS AND OBJECTIVES OF MSAP?

The following are the major goals of the Philippine MSAP.

1. To assess the performance of BSMT and BSMarE students presently enrolled in maritime schools via a standard academic test which covers English, Mathematics and fundamental Deck/Engine Technical subjects.
2. To benchmark Philippine Maritime Schools against industry set-standards of academic performance for maritime students based on the examination results.
3. To assist maritime schools identify their strengths and areas of improvement based on the performance of students who took the examination.
4. To assist maritime schools in terms of faculty upgrading to ensure quality of instruction hence improve the quality of graduates coming from their institutions.
5. To give maritime schools a level-playing field in terms of recruitment/employment opportunities for their students/graduates.
6. To reward deserving students with Cadetship slots reference MSAP-related programs implemented in partnership with the government and other industry associations belonging to the Joint Manning Group (JMG)

MSAP REVIEWER
An Ultimate MSAP Reviewer was made to give the basic skills for enhancement of the students' probability of not just passing the MSAP examination but making it to the top 120 students.

The calendared review program re-introduced the basics, followed by skills building through question and answer and as well as take-home assignments which helped students review on their own.
